Фактор регионализации банковского регулирования в формировании евразийского механизма финансовой стабильности
The processes of Eurasian regional consolidation imply mainstreaming of the EAEU member state banks in the integration processes. However, strengthening their integration potential as a factor of financial stability will largely depend on the consistency and soundness of the regional model of banking regulation in the ‘mini-Basel III’ framework. Heterogeneity of national regulatory regimes, protectionism-centered regulatory policies, and lack of authority duly empowered to coordinate the process of regulatory regionalization do inhibit the development of the Eurasian regulatory mechanism. We therefore conclude that alignment of national banking regulation mechanisms is the only approach to minimization of systemic risks and ensuring financial stability in the EAEU. We also propose actions and steps that to our strong belief will optimize the alignment of the EAEU national regulatory regimes.
The paper presents an analysis of the G20 summit held under the French Presidency in Cannes on November 3rd and 4th 2011. The author assesses the summit agenda and decisions made by the leaders in the key areas of coordination, including the strategy for growth and jobs, reform of the international monetary system, actions to restore financial stability and strengthen the medium-term foundations for growth, deepening of financial sector reform, fight against corruption, investing for global growth. The paper highlights the challenge of implementing two agendas: the planned and the anti crisis one. The conclusion sums up the strengths and weaknesses of the summit and the G20 summitry, reviews the features of the G20 institutionalization, makes a forecast for the sequence of presidencies after 2015, and puts forward brief recommendations for the Russian G20 presidency in 2013. The publication is prepared within the framework of a joint project of Russian International Affairs Council (RIAC) Project and International Organizations Research Institute of the NRU HSE "Increasing Effectiveness of Russia's Participation in G8, G20 and BRICS in accordance with Russian Priorities and National Interests".
The building of an increasingly integrated system from an economic point of view in the “Eurasian” space is a phenomenon superficially evaluated by that broad part of the Western literature which simply includes it in the general claim of Russia to win lost territories of the former Trsarist and Soviet Empires. It is therefore considered an almost pretentious project when analyzed from a purely geopolitical perspective rather than economic. Such kind of approach may, however, be short-sighted, in the absence of a detailed study of the complex roots or the historical, cultural and economic conditions justifying the integration on the former Soviet Union space, and in particular on the Eurasian one.
The present volume contains the contributions of experts from different disciplines with different sensitivity and national memberships. The hot confrontation between speakers from Ukraine, Poland and Lithuania on the one hand and Russia on the other seems to be constructive, a positive model of interaction between historically and geographically close worlds even if in a period of tough opposition.
The article is devoted to the trends and determinants of the transformation of Russian regions' industrial specialization during the period of economic growth. Using the methodology of statistic and econometric analysis it is tested whether the tendency of diversification dominates the tendency of regions’ industrial specialization in 1997-2004 and whether there is a convergence of Russian regions' industrial structures. The considered factors of industries' development in a particular location include the initial industrial structure, inter- and intraregional technologic links between industries, quality of investment climate, R&D potential, international competition.
This volume analyzes the evolution of geo-political and economic integration in the Eurasian area. The Eurasian integration is a growing phenomenon and the largest scale analysis proves necessary to avoid simplistic judgments based only on the geo-political approach. The editors of this publication present different profiles of integration, such as the geo-political and constitutional aspect, the relations with the European Union, migration issues, energy flows, the compatibility between the Eurasian and the WTO law, and the comparison with the European integration model. The book presents a wide range of viewpoints through essays of specialists from Russia, Ukraine, Lithuania, Belarus, Italy, France.
In this article the author performs the comparative analysis of the provisions of international treaties forming the Eurasian Economic Union and its predecessors and of the documents containing national tax policies of EAEU Member States. While author’s previous research suggested a number of similar features of EAEU Member States’ tax systems and partial harmonization, this time it is supplemented with conclusion of open tax competition waged by certain EAEU Member States.
The article examines the experience of China's investment policy aimed at creating favorable conditions to attract investment, particularly foreign direct investments, to the most important country's industries. In recent years, this policy (the establishment of free economic zones, trade liberalization, the establishment of an appropriate legislative framework, state support for investors) has brought noticeable positive results, but with the beginning of the global financial crisis allowed to avoid the most painful consequences. This experience taking into account all its particularities can be useful for our economy.
This article considers the opportunities for Russia presented by the launch of China’s Silk Road Economic Belt initiative. This initiative is a comprehensive project for the rapid development of Central Asian countries, and not limited only to trans- port and logistics to guarantee the supply of Chinese goods to Europe. It is also China’s response to economic and political processes both within the country and in the Asia-Pacific region: the economic slowdown and transformation of its social and economic model, diverging income levels, the growing presence of the United States in Asia, and the new divisions of labour within the region. The Silk Road initiative is based on China’s intention to create strong regional value chains, to outsource labour-intensive and environmentally harmful production, to foster the development of northwest China including securing political stability in the Xinjiang Uighur Autonomous Region, and to guarantee the use of Chinese construction firms’ capac- ity. Goods transit is a secondary priority and justified not by commercial benefits from using land routes, but by the need to diversify export risks, arising due to the deteriorating military and political situation in the South China Sea. The 2015 Joint Statement on Cooperation on the Construction of Joint Eurasian Economic Union and the Silk Road Economic Belt projects resolves the issue of allegedly competitive goals of these complementary projects. The Eurasian Economic Union (EEU) provides an institutional base for cooperation while the Silk Road initiative provide investments for their development. Russia may benefit from participating in the Silk Road initiative. First, it would help integrate its transportation system into the region’s logistics network and provide additional opportunities for transit and associated logistical services as well as access to growing regional markets. Second, the Silk Road initiative offers opportunities to strengthen industrial co- operation among neighbouring countries to develop new economic clusters. Third, the EEU and the Silk Road may become the basis for more ambitious cooperation in greater Eurasia, which may transform into a new centre of economic develop- ment at the global level.
Authorities of the state regulation, creditors and investors are interested in getting reliable information about the banking sector activities. The procedure of bank financial soundness and accountability evaluation is carried out by supervision authorities as well as by international and national rating agencies. The analysis of the methodologies of bank accountability evaluation and forecasting in Russia shows the following results. The Bank of Russia makes decisions on banks financial soundness based on financial coefficients of different groups; the calculations are grounded on the official bank statements. Apart from financial indicators, rating agencies evaluate qualitative parameters of the bank activities. The common problem of the bank financial accountability analysis in Russia is the lack of use of the forecasting methods predicting the financial statement of banks and the probability of default. As a result, the problem-free banks corresponding to the demands of the supervision authorities on standards were considered to be problematic during the crisis. The aim of this research is the dynamic analysis of the main indicators of the Russian banks activities at the different stages of the economic cycle in order to identify the indicators of the early bankruptcy prediction and the opportunity to forecast the changes in the bank financial statement.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
