The article is devoted to the creation of a system of monitoring and evaluation of realization of the project "Children participating in the implementation of the National strategy of actions in interests of children of the Russian Federation for 2012-2017” In Russia for the first time, the enhancement of children's participation is reflected in documents of this type. The current system of monitoring of the National strategy does not contain any indicator of realization of this direction. A review of the reports of Russian regions on the implementation of the National strategy allows to make a conclusion on a rather formal approach to implementation of this activity. The paper proposes a method of monitoring the participation of children in decision making, characterized by the sources of information the main figures and indicators.. the article is based on data of the project implemented by the authors on request of UNICEF. The formation of the array of data for the evaluation is carried out on the basis of official statistics, surveys the opinions of experts and children. In this case you must use "non-standard" approaches to the formation of "standardized" conclusions used in the practice of international studies. The article presents the results of several surveys, including those conducted in 2013 with the support of the Russian Foundation for Humanities (grant 13 -06 – 18021), which provided information on the involvement of children in decision making in the in the course of schooling.
