The creation of the center of metrological assurance of nanotechnologies and assessment of the compliance of the products of the nanoindustry
Rapid growth of the new materials sector represents one of the most promising scientific and technological trends on which depends the growth of key sectors of the national economy. This paper focuses on Foresight for the field of new materials and gives special consideration to the case study of prospects of carbon fibres, which is one of the most promising areas of new materials. We suggest using roadmapping as a final stage of Foresight. Integrated roadmapping represents a combination of desk research, expert procedures, and scenario development. It provides a comprehensive approach to the strategic development of the subject area within the unique time scale, containing indicators of the quantifying economic effectiveness of the potentially prospective technologies and products that possess high demand potential and attractive consumer properties.
Integrated roadmaps can be effective instruments for forecasting and planning in the sphere of emerging technologies, as long as certain requirements are fulfilled. These requirements include: (1) the creation of a group of experts who can provide the necessary level of expertise concerning key issues related to the development of the subject area; (2) accumulation of a sufficient background information; (3) establishing an adequate sequence of Foresight methods, integrating those that are more of creative, interactive, expert- and evidence-based methods; (4) Integrating consideration of both market- pull and technology-push approaches, and (5) recognising the different kinds of effects that may be associated with implementing various new technologies. We illustrate this with the case of wastewater treatment. Roadmapping allows for the elaboration of comprehensive innovation strategies, both for short-run time frames (focusing on the commercialization of products with high market readiness), and for longer-term strategies for water sector development. The methodology allows for examining both the direct and indirect effects of the implementation of emerging technologies in the area studied, and makes it possible to outline possible future developments of the technologies considered in related sectors. The main limitation of the method as currently used may be that it is difficult to give sufficient consideration to the indirect effects of using innovative technologies, when we are dealing with fields that feature many interfaces across the economy.

Description of batch piezo actuators, formulas for calculation of absolute and relative deformations in first and second approximation are brought. Example of modification of machine methods for more accurate calculation of anisotropic solids and more specifically of piezo ceramics is shown. Heat pipes application in nanotechnological equipment is considered on examples of probe movement manipulators. Approaches to improvements of manipulators for effective heat extraction from operating area are shown.

Practical need for application of heat pipes in nanotechnology and more specifically for nanodisplacement devices is shown. Examples of modifications of existent nanotechnological devices for improved heat extraction from operating area are brought. Formulas which describe processes in heat pipes are given, existing and perspective heat pipes design methods are shown.
In the present paper, on the basis of the theory of production principles and production revolutions, we reveal the interrelation between K-waves and major technological breakthroughs in history and make forecasts about features of the sixth Kondratieff wave in the light of the Cybernetic Revolution that, from our point of view, started in the 1950s. We assume that the sixth K-wave in the 2030s and 2040s will merge with the final phase of the Cybernetic Revolution (which we call a phase of self-regulating systems). This period will be characterized by the breakthrough in medical technologies which will be capable to combine many other technologies into a single complex of MBNRIC-technologies (med-bio-nano-robo-info-cognitive technologies). The article offers some forecasts concerning the development of these technologies.
This volume presents new results in the study and optimization of information transmission models in telecommunication networks using different approaches, mainly based on theiries of queueing systems and queueing networks .
The paper provides a number of proposed draft operational guidelines for technology measurement and includes a number of tentative technology definitions to be used for statistical purposes, principles for identification and classification of potentially growing technology areas, suggestions on the survey strategies and indicators. These are the key components of an internationally harmonized framework for collecting and interpreting technology data that would need to be further developed through a broader consultation process. A summary of definitions of technology already available in OECD manuals and the stocktaking results are provided in the Annex section.
