Investments as an Accelerator of Regional Innovation Development
The study studies the role of investment processes in regional innovation development. The analysis of regional investment processes allows to identify main trends and to evaluate possibilities of investing in development of innovation environment. The researchers propose to expand possibilities of investment activities in regional development. The researchers substantiated the correlation between investment policy and innovational regional development. The results of the survey proved the possibility of practical use of indicators of investment policy’s efficiency when developing directions of regional innovation development.
Since 2003, by decision of the Presidium of the Higher Attestation Commission of the Ministry of Education of the Russian Federation, « Scientific Works of the Free Economic Society of Russia» are included in the «List of leading scientific journals and publications» produced in the Russian Federation in which basic scientific results of dissertations for the degree of doctor and candidate of sciences should be published.
The paper analyzes the foreign experience in estimating investment process efficiency and its applicability in the Russian conditions. The author examines the methodology of calculating investment efficiency by means of static and dynamic techniques and shows their strengths and weaknesses.

National Research University – Higher School of Economics (Moscow) and author has been researching the leasing market of Russia for 18 years. Particular attention in the article presents the dynamics that characterizes the development of market in the country by value of new contracts, the largest leasing portfolios, calculated author of segmental structure of the leasing market and regional structure. This article presents the results of the econometric analysis of the relationship of the value of new contracts with the amount of advances, terms of contracts and lease rate per cent. Exploring the structure of financing of leasing operations, the author has developed a new approach to determining leverage leasing projects.
In the article are considered various approaches to the problem of the choice of investments' level of the company: a number of the factors which influence the investment activity of the company is revealed; influence of return on investments (ROI) on the investment policy is analysed. The review of economic researches on determinants of investment policy of the companies is studied, various approaches to calculation of ROI are considered. The basic steps and results of the empirical research based on the russian companies' data are presented.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
