Инновационность российских НКО: масштабы и взаимосвязь с особенностями управления
The article discusses Russian nonprofit nongovernmental organizations in terms of their innovativeness. Based on the empirical data we describe the scope of innovativeness of the Russian nonprofit organizations (48 % of the surveyed NGOs have implemented innovations), and identify the most innovative and the least innovative areas of NGOs’ functioning. We analyze correlations of its management characteristics and innovativeness in five spheres: relations with the external environment, relations with the internal stakeholders, organization’s culture, leadership, management of processes and resources. We have identified that such characteristics as participation of various external stakeholders in decision making, participation of the organization in the professional networks; number of employees, number of volunteers, inclusion of employees in decision making; frequency of meetings of the board; organization’s orientation towards innovativeness; sufficiency of funds for implementing innovations, existence of the strategic plan positively correlate with the level of innovativeness. Negative correlation is with the number of years of the leader’s length of service. Number of the members of the board seems not to be related to innovativeness of the Russian NGOs.
Theoretical issues of fundraising implementation in nonprofits are covered in the current article. Theoretical concept of fundraising is examined through four types of communications, which differ by sphere and by message. The authors highlight a ROPES that is a five-step process of fundraising, and justify an evolution of fundraising models from direct advocacy to establishing relationships with donors. Fundraising of relationships is analyzed in comparison with transactional fundraising. The article highlights basic lines in research of this area, including research of philanthropy area and donors, studies of fundraising as a professional field and as a management functions for nonprofit organizations.
The involvement of nonprofit organizations (NPOs) in the delivery of a diversity of social welfare services is an important element of various models of a “welfare mix” approach to the transformation of the modern welfare state. According to the concepts of “third party government” and of “nonprofitization” of the welfare state such involvement allows to ease budgetary constraints while enhancing the effectiveness and quality of services delivered. This article is aimed at assessing the outlook for SONPOs in the emerging Russian market for social services funded by the state. The authors primarily analyze the vector of transformation of the regulatory and legal framework providing for the participation of SONPOs in the delivery of state funded social services with the aim to assess how strong the interest of the state to diversify the range of service providers in the social sectors is. The analysis of legal norms is combined with a look at empirical data featuring the attitudes of Russian NPO leaders to cooperation with the state in solving social problems which is an indicator of the likely “responsiveness” of the NPO community to government policy aimed at increasing cross-sectoral cooperation in the delivery of social services. Then the authors proceed with investigating the comparative advantages of NPOs as providers of social services in the light of the concepts of cross-sectoral partnership and welfare mix arrangements in the social sphere. In the article an attempt is then made to test or at least to illustrate in the Russian context the likely validity of the comparative advantages of NOPs as prompted by the mentioned concepts rooted in the “third party government” theory. For this purposes sociological data are used, gathered in the course of a long-term NRU HSE project on Monitoring Russian Civil Society. In conclusion the authors formulate several measures necessary to implement in order that Russian SONPOs can take due advantage of the recent innovative regulation and increase their share as providers of social services funded by the state.
With quite a lot of attention paid to management innovations in business and governmental organizations, it is almost impossible to find in the Russian scientific literature such research published on the nonprofit organizations. In this paper we present the analysis of the foreign research of management features influencing the innovation process in nonprofit organizations. Factors determining the innovation process are analyzed within the framework of the five areas: relations with the external environment, relations with the internal stakeholders, organization’s culture, leadership, management of processes and resources.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
The article is devoted to the study of the authoritarianism prevalent in the mass consciousness of Russians. The article describes a new approach to the consideration of the authoritarian syndrome as the effects of the cultural trauma as a result of political and socio-cultural transformation of society. The article shows the dynamics of the symptoms of the authoritarianism, which appear in the mass consciousness of Russians from 1993 to 2011. This paper proposes a package of measures aimed at reducing the level of the authoritarianism in Russian society.
This work looks at a model of spatial election competition with two candidates who can spend effort in order to increase their popularity through advertisement. It is shown that under certain condition the political programs of the candidates will be different. The work derives the comparative statics of equilibrium policy platform and campaign spending with respect the distribution of voter policy preferences and the proportionality of the electoral system. In particular, it is whown that the equilibrium does not exist if the policy preferences are distributed over too narrow an interval.
The article examines "regulatory requirements" as a subject of state control over business in Russia. The author deliberately does not use the term "the rule of law". The article states that a set of requirements for business is wider than the legislative regulation.
First, the article analyzes the regulatory nature of the requirements, especially in the technical field. The requirements are considered in relation to the rule of law. The article explores approaches to the definition of regulatory requirements in Russian legal science. The author analyzes legislation definitions for a set of requirements for business. The author concludes that regulatory requirements are not always identical to the rule of law. Regulatory requirements are a set of obligatory requirements for entrepreneurs’ economic activity. Validation failure leads to negative consequences.
Second, the article analyzes the problems of the regulatory requirements in practice. Lack of information about the requirements, their irrelevance and inconsistency are problems of the regulatory requirements in Russia.
Many requirements regulating economic activity are not compatible with the current development level of science and technology. The problems are analyzed on the basis of the Russian judicial practice and annual monitoring reports by Higher School of Economics.
Finally, the author provides an approach to the possible solution of the regulatory requirements’ problem. The author proposes to create a nationwide Internet portal about regulatory requirements. The portal should contain full information about all regulatory requirements. The author recommends extending moratorium on the use of the requirements adopted by the bodies and organizations of the former USSR government.
