Методика моделирования инновационного развития российского образовательного комплекса в условиях информационного общества
The technique of modeling of innovative development of the Russian educational complex (REC) in the context of the information society-WA. To identify and explore trends and has a dominant influence on the development of ROCK, simulation and prediction of innovation in the field of education it is advisable to use the pertinent system of economic-mathematical models – system hermaeophaga type and model theory of active systems. Qualitative analysis of innovation processes in information and communication educa-dimensional space (of ICES is proposed), proposed to be carried out by using methods and tools in the theory of self-organization – synergetics. It is noted that energeti-ical model of innovation processes taking place in the ICES is proposed, can be used in intelligent systems of management of innovative development ROCK as a priori models.
Prospects of modernization of Russian education on the basis of realization of the possibilities given by an information society are discussed. The concept of an intellectual control system of innovative development of the Russian educational complex (REC) in the conditions of information society is stated. Statement of the problem of forecasting in the intellectual control system of innovation development of the REC is formulated. As a tool for forecasting in intellectual control system of innovative development of the REC are encouraged to use DeMark trends.
The problem of developing distributed control and navigation system for quadrotor UAVs operating in GPS-denied environments is addressed in the paper. Cooperative navigation, marker detection and mapping task solved by a team of multiple unmanned aerial vehicles is chosen as demo example. Developed intelligent control system complies with on 4D\RCS reference model and its implementation is based on ROS framework. Custom implementation of EKF-based map building algorithm is used to solve marker detection and map building task.
The article explains the need for a new theory of social education in connection with modernization reforms in Russian education. Investments in education are justified only when there are measurements to estimate their effectiveness. The auhor identifies the need to measure effectiveness of social education in terms of human capital.
Event logs collected by modern information and technical systems usually contain enough data for automated process models discovery. A variety of algorithms was developed for process models discovery, conformance checking, log to model alignment, comparison of process models, etc., nevertheless a quick analysis of ad-hoc selected parts of a journal still have not get a full-fledged implementation. This paper describes an ROLAP-based method of multidimensional event logs storage for process mining. The result of the analysis of the journal is visualized as directed graph representing the union of all possible event sequences, ranked by their occurrence probability. Our implementation allows the analyst to discover process models for sublogs defined by ad-hoc selection of criteria and value of occurrence probability
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.

So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
