The rise of freelance contracting on the Russian-language Internet
International interest in freelance contracting as a distinct socio-economic phenomenon has been growing in recent years in the labour market and entrepreneurship literatures. Drawing on unique dataset comprising three waves of survey data gathered over a five year timeframe, we shed light on the development of the Russian-language online labour market, which comprises freelancers from Russia and other transition post-socialist economies. Our findings reveal trends in the changing demographic profile of freelancers as well as important insights about their careers, work values and challenges. We argue that these freelancers represent a new generation of well-educated and motivated workers who are engaged in ICT and creative industriesand are crucial for modernising transition economies. However, the high levels of informality and client opportunism evident within the freelance economy constitutes an important socio-economic problem. By examining the experiences of freelancers in the context of transition post-socialist economies over a five year period, we present new insights about the general traits and specific patterns of freelance contracting in the new economy.
Based on a sample of 5,784 Russian-speaking respondents, this study provides the first quantitative evidence on freelance contracting via the Internet. We explore the extent to which these virtual business relations are formal or informal, and the role of social capital and
networking. Our data suggest freelancers act under constant threat of malfeasance from clients. We address a number of questions associated with freelancers’ business risks and how freelancers might mitigate them. The logistic regression models reveal that the virtualization of relationships with clients is associated with greater moral hazard risks and fewer opportunities for dispute resolution. Formal written contracts do not prevent opportunistic behaviors by clients, though such contracts help resolve conflicts. Dealing with available social contacts and referrals decreases both the probability of extreme opportunism, causing financial losses, and the probability that disputes remain unresolved. Nevertheless, established social relations could be exploited by clients who
can delay payments or insist on altering deadlines, work scope and specifications. Thus, our findings contribute to existing literatures on social capital in freelance contracting and on the structure of occupational labor markets.
This paper puts forth a comprehensive set of measures to address the current economic crisis, prevent its further aggravation and ensure sustained and ongoing development of the Russian economy. In this study we seek to adopt the viewpoint of common sense and keep free from political and ideological bias. This is why we believe the proposed solutions should be implemented by any reasonable government irrespective of its political coloration. This text presents our vision of the Russian economy and its problems.
The present book is the result of the project International Comparative Study on Education, Career and Migrant Strategies of School Students from Rural Areas in Transition Countries initiated by UNESCO International Research and Training Centre for Rural Education (INRULED) and the Center for Applied Economic Research, National Research University Higher School of Economic (HSE) of Russia in 2010.
The level of self-employment among immigrants is often higher than among natives. The purpose of this paper was to test empirically whether selective migration with respect to entrepreneurial characteristics may explain this difference. The relevant hypotheses were tested comparing representative samples of Russian immigrants in Norway and their stay-at-home counterparts. Data from the Russian population came from the 2008 GEM study, while data on Russian immigrants in Norway were collected through a specially designed postal survey. The analysis revealed some demographic dissimilarity between the two groups, as well as a presence of selective migration with respect to entrepreneurial characteristics. This study demonstrates that immigrants (as compared to non-migrants) are more likely to report intentions to start a business. Moreover, they possess relatively large amount of specific human capital, social capital and self-confidence relevant for entrepreneurship. The paper concludes with proposed practical implications and suggestions for further research.
A sustainability perspective is a practical today's goal for collaboration of state, business and society. The special role within this triad belongs to business companies, which integrate the sustainability principles into their strategies to improve organizational processes and long-term growth. Quality management system (QMS) is an important tool to ensure sustainability through business performance. According to the International standard organization survey of QMS, more than 1 million certifications issued in 178 countries by 2010. The position according to which corporate management of sustainability by the help of QMS, which corresponds to international standard ISO 9000 is presented in the paper. The aim of the paper is to examine the factors, which affect organizational decision of the companies in the emerging countries to implement QMS ISO 9000. The impact of internal and external factors which influence managerial decision of QMS implementation is analyzed in the paper. Specifically, the similarities and differences between the motivations of companies from the Commonwealth of Independent States (CIS), new members of the EU countries and countries of the Southern Europe (which aren’t the members of the EU) within the implementation of the QMS ISO 9000, are discussed. The empirical cross-country analysis is based on 2002–2009 data from the Business Environment and Enterprise Performance Survey (BEEPS), conducted by the World Bank and the European Bank for Reconstruction and Development (EBRD). Binary logistic regression was used to analyze the data. The study identifies the role of economic development and institutional environment in the QMS ISO 9000 implementation. There are highlighted three “portraits” of companies, which implemented QMS: (a) from the Commonwealth of Independent States (CIS) countries; (b) from the new EU members countries; (c) from the Southern Europe countries, which aren’t the members of the EU. The results show that QMS ISO 9000 implementation leads to increase of competitive ability and investment attractiveness of the company, to improvement of product quality and stakeholders communications, to human resources development. These business processes improvements, as a QMS implementation result, can potentially activate the company’s sustainable effects and then - national and global sustainability transformations.

The article considers the processes of progress in production and service sectors and answers the question how and thanks to what service sector of Russian economy left the productive one behind (concerning contribution in GDP of our country). The rates of development of service sector turned out to be so high firstly - as a reason of peculiarities of new Russian economy, which historically was built on the market principles and was developing in conditions of investment resources deficit, secondly - as a reason of system differences between «physical» goods and services as an object of sale. Nowadays Russia faces an unusual symbiosis: effective service companies, operating in hard competitive sphere with average profitability and non-affective from the point of management industrial companies, which thanks to monopolistic pricing have great profitability, providing profits of Russian budget and determining a macroeconomic situation.

Fundholding of a primary care unit is a scheme of public health care funding that provides a virtual budget to a primary care unit (general practitioner, outpatient clinic, etc.) for purchasing selected clinical and diagnosis services, such as minor surgery, physiotherapy, and common endoscopic procedures (Langenbrunner et al. 2005). Th is scheme creates incentives for increasing effi ciency of primary care and for containing excessive supply of diagnostic and inpatient services. Fundholding is used in the United Kingdom and Estonia, as well as in some Russian regions (Kaliningrad, Samara, and Perm).
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
