The work is dedicated to the identification of the key conditions that contribute to increase the efficiency of the electoral political communication at municipal elections in modern Russia. The empirical base of the study - the data on elections of deputies of the Chelyabinsk City Council (March 1, 2009). Application of the method of multiple regression analysis revealed two models to maximize the electoral results on the municipal elections in modern Russia. The author comes to the conclusion that each of these models is based on a strategy of emasculating democratic nature of the election process.
