This book presents the study authors, devoted to the analysis of the last economic crisis and possibilities of the Bank of Russia on addition and deepening of crisis management from the position of constitutional Economics.
The article is devoted to a new type of supervision of financial market participants – behavioral supervision of the Bank of Russia. Behavioral approach to the protection of financial services consumers’ rights is treated in the "zone of action" of the administrative-legal regulation mechanism. The author points to the public nature of the subject composition of its implementation (the Bank of Russia and the executive authorities); the possibility of using the judicial (consideration of citizens' appeals) and (as a result) jurisdictional (bringing the violators of the financial services consumers’ rights to administrative responsibility) procedural administrative and legal algorithms.
This paper is devoted to the analysis of the Bank of Russia verbal interventions from 2014 to 2017 and relationship between verbal interventions and interest rates in Russian economy. As verbal interventions of the regulator, all statements made by officials of the Bank of Russia were examined, as well as statements by the press service and published results of the Bank of Russia departments. As interest rates in the economy of the Russian Federation, values of the zero-coupon yield curve of the Moscow Exchange were taken into account. The study showed that for measuring the relationship between the structure of interest rates in the economy, other macroeconomic indicators and verbal interventions, it is necessary to take into account the instability of model parameters and use models for particular time segments. Using tools, new to the scientific literature on this topic, we obtained optimal time segments to improve the quality of data presentation. The estimations of various models with inclusion of the ARCH and GARCH components showed that the Bank of Russia information policy had a significant impact on short, medium and long interest rates. At the same time, the relationship between the statements of the Bank of Russia representatives and interest rates depends both on the subject and on the tone of the statements. This work complements existing literature on information policy by studying the influence of the communication not only on the current economic dynamics, but also on the long-term expectations of agents. In addition, the paper discusses the problems of the effectiveness of the Bank of Russia information policy and considers a number of proposals to improve its efficiency.
Monograph by S. Khasyanova «Upgrading Banking Regulation and Supervision in Russia in the line with International Standards» is devoted to the study of the development of banking regulation and supervision in Russia on the basis of international principles and standards. The process of implementation of international principles and standards of banking regulation in the Russian Federation and the following consequences are analyzed in the context of financial stability. Particular attention is paid to macroeconomic regulation and development of prudential regulations and requirements for banks, taking into account banking sector peculiarities. The regulation of systemic risk, identification of systemically important banks and applied to them a particular regulatory regime were investigated. The Deposit Insurance System and its role in enhancing the stability of banks as well as its directions of improvement are also considered in the study. The book is intended for professionals in the field of finance and banking, teachers and students of universities’ economic and financial departments.
The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
