Political Repressions in the Mongol Empire, Golden Horde and Other Turkic-Mongol States, and their Justifications (13th–16th cc.)
The author analize implementation of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions of 1977 in the United Kingdom and in the United States. Special attention paid to the influence of the Convention on the development of anti-corruption compliance control in companies, to the liability for corruption offenses and application of the UK and the US anti-corruption law to foreign companies.
It is known that anticorruption measures do not significantly reduce the corruption of state employees in Russia. The goal of this research is to analyse factors that influence the level of bribery in public procurement. The investigation is based on data from two surveys. The first was conducted by the Institute for Industrial and Market Studies at the National Research University – Higher School of Economics. The second is the Business Environment and Enterprise Performance Survey. We use binary response, ordered logit models and probit models with sample selection in this paper. Our econometric study demonstrates that incentives to bribe are higher in sectors with strong competition. Holding company members and the companies owned by the state are less involved in bribery than are private firms. The probability of bribery increases if unpredictable government regulation and political instability heavily influence enterprise performance.
The article is devoted to the influence of the Spanish Constitution of 1812 to the constitutionalism of the Russian Empire in the first quarter of the XIX. The author demonstrates the attention of different circles of Russian society to the national liberation movement of the Spanish people against France in 1808-1814 and to the Revolution of 1820-1823 in Spain as well as the Spanish events coverage in the Russian press. Effect of inspiring of the Fundamental law of 1812, enacted in Spain also in 1820 is noticed to be an example for the Russians to pursue for their Motherland. Particular attention is given to the constitutional ideas of members of secret societies, the future of the Decembrists, the motion of which is studied in the context of the "military revolution" in Europe. The researcher analyzes the influence of the Spanish constitution of 1812 on P.Pestel, author of "Russkaya Pravda" (project of the Southern secret society) and N. Muraviev who prepared the constitutional project, which we can study in three editions.
Purpose: communication in queues with priorities as a factor of changes in bids. Discussion: in models of waiting lines imperfect information is common, but redistributing available information betweeen agents if often ignored. Meanwhile in real life people or firms can reveal hidden characteristics of their neighbors by communicating to them. Results: estimation the value of bribe taking into account expected bribes of other agents is considered. Communication that enables to get to know relevant information is suggested. We show cases in which it reduces the amount of bribes.
The author shows motives and methods of falsifications in the activity of NKVD officers at the time of Great Terror. An example of Perm NKVD officers is a focus of this micro-historical analysis. The main sources include the files of so called «counterrevolutionary crimes’ trials» in the State Contemporary History Archives of Perm Region. The most useful documents are examination testimonies of Perm NKVD officers. These sources correlate with a great number of evidences of the victims of political repressions. Available sources permit revealing both the motives and methods of falsification work of Perm NKVD officers. The subject of inquiry is an illegal activity of executors who were NKVD officers of mean and lower rank. Using mass falsification allowed them to construct fabulous plots which were supposedly hatched by “public enemies”. Those NKVD officers, together with their leaders, became co-organizers of Great Terror. The analysis of the sources permits stating that daily work of NKVD officers in the years of Great Terror was not in conducting inquiries but in providing mass falsifications based on forgery, violence, etc.
