Система дополнительного профессионального образования Российской Федерации: ключевые статистические показатели по результатам автоматизированного сбора данных
The main goals, objectives and results of the ongoing project fulfillment on development and implementation of the automatized system on the collection, analysis and representation of the information about functioning of the structure of the vocational education and training (VTE) system in the Federal subjects of Russia are presented. The features and capabilities of the automatized system for different types of users, methodological and technological aspects of the interaction with users are discussed, some global statistical indicators of education on the VTE programs in the country for 2011-2012, calculated on the base of the data loaded, are given.
Technical competencies and specific engineering skills alone are not sufficient in the modern labor market but employers expect engineers to actively promote the products they create. Engineers often perceive their skills differently than employers do. Insufficient university training in a number of fields including the development of social, management and communication skills leads to an objective and understandable gap between the perceived and the required levels of such competencies. Based on the results of a survey of 3158 engineers conducted in 2011 in the Russian Federation, the study shows a number of deficits in the perception of innovation skills and the respective demand for these.
Non-responses caused by refusals became the main reason for surveys’ failure to provide representative data. Refusals do not occur randomly and they distort representation of certain social groups and subgroups in survey data. Criteria for external validity are seldom mentioned in publications dealing with nonresponse bias in surveys. We propose the method for estimating certain biases of sampling by calculating indicators based on sample data, which could be compared with reliable statistical data from some independent source.

The paper sets out the results of the first stage of the project on creation and development of the automatized system on the collection, analysis and representation of the information about functioning of the structure of the additional professional education (APE) in the Federal subjects of Russia. The kernel functionality and capabilities of the automatized system are discussed, some statistical indicators of education on the APE programs in Russian Federation in 2011 year, calculated on the base of the data loaded, are resented. The methodology for estimating the efficiency of functioning of the APE structure developed subjected to the requirements of the applicable normative-legal documents and on the results of the analysis of the collected statistical data is considered. The formalization of the procedure of the quantitative and intentional evaluation of the indices of the criteria of the efficiency, built into the methodology, is fulfilled. The methods of the estimation of the efficiency of functioning of an individual educational institution and the integral estimating of the APE structure in the Federal subjects of Russia and in the country in total are observed.
