Документы стратегического планирования о государственной поддержке северных народов в Российской Федерации: правовой аспект
This article focuses on specialized federal strategic planning documents in the field of “aboriginal” relations. These relations are considered as an additional legal instrument that has been used for several decades in national practice to ensure a comprehensive and coordinated approach by state bodies to solving socio-economic and cultural problems related to the life of northern peoples. At the same time, as the analysis has shown, these documents have a complex legal structure because they are informational and worldview-oriented, derived from existing legal provisions on indigenous peoples. They do not contain and should not contain normative prescriptions but are intended to provide guidelines for improving legal regulation and law enforcement.
