Now days the conditions of high-quality traffic management is one of the most important factors in improving the organization of space in the old industrial cities, one of the tools which can be the realization of complex schemes of movement. The problem is that now, in most cases, the development of complex schemes of movement in old industrial cities, replaced by the development of local projects, the organization of movement in places where vehicles, excluding the territorial specificity of an old industrial town. We put forward the hypothesis that a comprehensive scheme of movement necessarily need to be developed taking into account the peculiarities of the territorial structure of the old industrial city in which functions of the street and road network. As part of this chapter we will conduct verification of this hypothesis, based on a theoretical basis and practical implementation of the extended positions. As the object of research is the street and road network is an old industrial city - Perm, which has complicated the organization of traffic, caused by elongation of the city along the river Kama and the location of the city on the opposite banks of the river, which necessitates the connection parts of the city.
