At the present stage, the country's leadership has declared the need to strengthen the education system, reform it, abolish or replace the Bologna system. The question arose of returning to the traditional basic training of specialists with higher education in our country. All the changes that are taking place require legal understanding and consolidation. This also determines the relevance of studying the sources of educational law, in particular such a local act as an educational program. In this study, the legal institute "educational program" is analyzed as a local normative legal act. Based on the results of the study, a conclusion was formulated about the need to classify the educational program as sources of educational law with subsequent adjustment of the legislation on education.
