Языковая политика на Чукотке: историко-правовой и социолингвистический анализ региональной национальной политики
The article is devoted to the history of language policy development on the territory of the modern Chukotka Autonomous Okrug, which is considered by the author in the context of language policy in the territories inhabited by the indigenous peoples of theNorth. Based on scientific literature, the main characteristic features of language policy in different historical periods are highlighted. The ideological foundations of the national and language policy of the Soviet Union in the 1920-1930, as well as the further evolution of the Soviet language policy are described, and the relationship between the directions of development of the Soviet language policy in Chukotka and the modern language policy is revealed. The paper also pays attention to some of the contradictions of contemporary Russian national policy, its relationship with Soviet approaches to the management of ethno-cultural diversity and considers the context of the integration of indigenous public organisations into language planning. It also describes some examples of participation of representatives of small indigenous minorities of Chukotka in language planning, considering the specifics of the legal status and functions of public organisations, and provides a brief analysis of the legal and regulatory framework of language policy in Chukotka. Based on the studied material, the key factors of language planning in Chukotka in different historical periods were identified.
