This paper examines a variety of theoretical approaches to the relationship between the phenomenon of Dutch disease and structural shifts in the resource-rich economy. The mechanism of the learning by doing effect in the context of the Dutch Disease phenomenon are considered. Firstly, a brief description of the Dutch disease phenomenon itself and its two symptoms as the resource movement effect and the spending effect is given. Secondly, the existing knowledge on the learning effect is systematized in the light of the effects of the commodity economy boom. Finally, three key models are analyzed. It is proposed that a new model should include the division of the non-traded sector into a fast growing or technology-oriented and a lagging one.
