The paper is focused on legal aspects of access to government information in the Internet. The last as a source of any information could be regarded as an open and available. But don’t be confused: the Internet is only a tool to exercise a right. IT-technologies implemented in law sphere can’t change the nature of human rights. Thus the nature of the right needs to be studied.
