Концепция глобального управления в системе международно-правового регулирования сферы охраны здоровья
The modern system of international health regulation is characterized by a dramatic increase in the number of international intergovernmental organizations, as well as other actors of international relations involved in countering global threats to human security. Non-governmental organizations, TNCs, not being subjects of international law, have a significant impact on the formation of the international agenda, and also contribute to expanding access to medical care, combating pandemics and other challenges to humanity. The need for effective coordination of the activities of the whole variety of these organizations has formed in the scientific literature and documents of international organizations the concept of "global health governance", which determines the main trends in the development of international health law. The paper examines the current institutional features of health regulation and formulates the main barriers to ensure effective management of global health threats. The author substantiates the formation of the concept of "global health management" and identifies the main challenging elements that require attention in the context of improving the international legal regulation of the health sector.
