Факторы эффективности инновационного развития региона в условиях цифровизации (на примере Новгородской области)

The article analyzes the key factors of the effectiveness of innovative development of the region on the example of the implementation of the national program “Digital economy” in the Novgorod region. Novgorod region was chosen as an object of study, as a region that reflects the average level of economic development in the Russian Federation and does not have any preferences in terms of resource base. Evaluation of the effectiveness of this project was based on the analysis of policy documents and interim reports, taking into account the specifics of the region and its socio-economic potential. The authors paid special attention to the innovative development and digitalization of social sectors of the regional economy: education, health and culture. One of the key factors contributing to the successful implementation of the digitalization program of health and education was the significant integration potential of the emerging regional innovation system and close partnership with high-tech businesses and private foundations, which partly solved the problem of underfunding industries and provided a less bureaucratic decision-making process. The article also analyzes the institutional features of the regional innovation system of the Novgorod region, describes the main factors impeding effective innovation development and suggests possible solutions to overcome them.
