Системный анализ проблем теплоснабжения российских городов
The article presents an analysis of the heat supply infrastructure in 102 large Russian cities in order to identify and systematize the key problems of this sector. The analysis was carried out on a database of 22 key statistical indicators obtained directly from local governments, as well as supplemented and verified by city heating schemes and open sources. The absence of obvious dependencies between technological and economic indicators of the operation of heat supply systems in most cities indicates the presence of organizational and managerial problems. The peculiarities of tariff policy and the lack of incentives to increase investment necessary for the development of the sector remain being key limiting factors in the development of heat supply systems. However, measures to introduce price zones and the growing popularity of public-private partnership mechanisms are perspective direction for the development of the sector.
