Th is article is based on the 2021 Entrepreneurial Survey. It reconstructs the image of the state in the
minds of the business community, assesses the general level of well-being of entrepreneurs, their perception of the
main barriers to business development, as well as their attitude to state support measures. The authors of the arti-
cle come to the conclusion that the image of the state is associated with emotional assessments and stereotypical
perception. As a result, entrepreneurs believe that the main task of state bodies is not to help, but, on the contrary,
to create obstacles to the development of small and medium-sized businesses. In this regard, they are very wary of
government support measures. At the moment, building trusting relationships, increasing the level of information
openness and creating effective communication channels between business and the state is a top priority on the
way to building an effective economic system.
