This paper examines the issues of necessary changes in territorial and organizational foundations of local government in Russia in the context of the 2020 constitutional reform. As author maintains, the consolidation of municipal territories should be carried out on the basis of clear criteria determined by legal regulation. It also seems appropriate to reconsider the possibility of selective territorial organization of local government. In the field of organizational foundations, the professionalization of the municipal governance mechanism should be accompanied by a tightening of qualification requirements for persons filling the main municipal positions. The development of professional administration should, at the same time, be combined with the provision of conditions for the development of local democracy, including on the basis of local communities.
