Индекс локальной автономии как инструмент цифрового анализа эволюции муниципальных институтов в России

The report describes methodology and results of the calculation of the local autonomy index for Russia during the implementation of an international research project under the auspices of the European Commission in 2021. The local autonomy index continues the tradition of similar mechanisms for the quantitative measurement of social phenomena and processes. During the preparation of the index, digital calculation tools were actively used. The results of calculating the index for the time period from 1990 to 2020 in relation to Russia show a stable trend of its negative dynamics. In combination with low indicators of effective local governance in recent decades, it is important to take these results into account in the context of the current reform of public power, which, according to its ideologists, should lead to an increase in the effectiveness of local government through formal dismantling of its autonomy.
