The monograph presents theoretical and methodological problems of modern administrative law: the formation of its fundamental concepts, basic institutions; ways to modernize the mechanism of administrative and legal regulation; the relationship of administrative law with other branches of Russian law. The debatable issues of the subject of administrative law, administrative-legal relations, forms of activity of executive authorities, administrative-legal regimes are considered, the author's positions of their solution are proposed. Special attention is paid to the dynamism of administrative and legal regulation, the search for ways to improve its effectiveness in modern conditions. The leading role of administrative law in the formation of new legal communities, the creation of a regulatory framework for digitalization in public administration, the expansion of law enforcement capabilities of administrative and legal means is noted. The state of administrative legislation is analyzed and proposals are substantiated.
