The purpose of research is to determine the role of conflict of laws’ practice for certain stage of rulemaking. A linkage between conflict of laws and rulemaking are researched in the article. There are conflicts-free and qualified rulemaking process are considered as conditions of legal stability in the thesis. Scientific novelty is researching mentioned legal elements as interdepended and having the same legal effect. The result of research is formulation of necessary compliance for effective rulemaking.
