Механизм управления устойчивым развитием региона на основе ценностного подхода
The article is devoted to the issue of managing regional sustainable development in terms of realizing the values and interests of key stakeholders. The framework of the value-driven approach to the managerial tasks solution in the context of regional economic discourse are revealed, the place of value in the structure of economic relations is determined. The value-driven approach application to assessing the regional sustainable development level is substantiated. The paper presents a description of economic agents’ targets, formed under the influence of the sustainable development concept. The study theoretical basis predetermined the possibility of developing an organizational and economic mechanism for managing regional sustainable development in the context of realizing the values of the population, business community and government authorities. The management principles are described in detail. Applying the principles contributes to an increase in the efficiency of managerialdecisions. The article proposes the author's methodology for a comprehensive multicriteria assessment of sustainable development level based on the value-driven approach. It gives an opportunity to typologize the regions under study, to identify disparities in the level of values realization and to determine the main areas of influence. This methodology is included in the organizational and economic mechanism as a necessary element for diagnosing the current state of the socio-ecological-economic system of the region. The study also discloses methods and tools for corrective and stimulating impact, the use of which is intended to ensure an increase in the level of sustainable development of territories and the degree of economic agents values realization. Applying the mechanism in practice provides the possibility for management decisions developing that consider the current situation in the region and level the identified disproportions.
