This article describes the classification and systematization of the main factors that negatively affect the dynamics of the socio-economic development of the territorial entities of Russia, which increases the depressive trends that lead to an increase in the financial dependence of their budget on the assistance of the federal center. Approaches of domestic scientists to grouping and classification of these factors are considered. The peculiarities of the development of the regional environment in different conditions have been identified, which makes it possible to determine the type of territorial budget depending on the degree of financial autonomy of the meso-level. A typology of regional budgets on the basis of endowment is proposed.
