Approved by the Higher Eurasian Economic Council, the Concept and the Program for the formation of the common electricity market of the Eurasian Economic Union determine the main goals, objectives, principles and directions of activity of the member states of the Eurasian Economic Union in the formation of the common electricity market. The author considers the provisions of the said acts with the concept of a common electric power market "in the broad sense" proposed by him, defined by technological, economic, legal and institutional elements. The application of this approach allows us to characterize the target model of the common electricity market and make proposals for further improvement of its legal regulation.
