Результативность введения эффективного контракта с медицинскими работниками

The paper presents the evaluations of the outcomes of an effective contract with medical workers introduction, obtained according to a questionnaire survey of chief doctors, doctors, nurses and other medical staff, other employees of medical organizations conducted in 2018 in three regions of the Russian Federation, as well as data from similar surveys in 2007 –2016. It is shown that the changes that occurred in the scheme of remuneration of medical workers generally correspond to the goals of introducing an effective contract. However, its implementation affected a little more than half of the doctors. The role of factors determining the size of the salary of doctors has changed: the role of qualifications has become less than the role of the volume of work performed and of the performance indicators; the role of relations with management in salary determination has decreased. The main changes in the working conditions of medical workers are revealed. It is shown that the structure of labor motivation of medical workers as a whole is stable, but compared to previous years, in 2018 the role of the motive of guaranteed employment has significantly increased. A noticeable positive impact of the situation with the introduction of an effective contract on the assessment by doctors of the situation in the health sector was revealed. The estimates obtained indicate the incompleteness of the initiated reforms in the system of remuneration and the organization of labor of medical workers.
