‘Balkan Hospitality Opens Doors: Studying Dialects on the Verge of Extinction
You cannot study spoken dialects from books. Instead, you need to go to a village, seek out its elders, and earn the trust of local residents before you can record hours of spontaneous stories. This is how Natalia Muravleva, Associate Professor at the Faculty of Humanities, conducts her research. Her internship in Serbia continued her long-standing study of dialects spoken by Macedonian settlers. In this interview, she discusses how diaspora cultural centres help researchers reach informants, why native speakers need to be interviewed only in their own language (otherwise, as she puts it, they may 'break'), and how a single field season helped her finalise her monograph. She also shares warm memories of autumn in Belgrade and of colleagues with whom grammar can be discussed in three languages at once.

Scientists Train Neural Network to Generate Process Plans from 3D Models
Researchers at the HSE FCS AI and Digital Science Institute have developed CAD2TechSpec, a framework that converts 3D models of mechanical parts into machining process plans—step-by-step instructions for machine tools. The solution aims to reduce the time required for the design and preparation of technical process documentation in mechanical engineering, aircraft manufacturing, and other high-tech industries. The study findings have been published in PeerJ Computer Science.

Biologists Discover 'Molecular Fingerprint' of Preeclampsia
Researchers at HSE University employed a new method to model hypoxia in placental cells during pregnancies complicated by preeclampsia and identified molecular markers of tissue hypoxia. Since hypoxia is one of the key mechanisms underlying preeclampsia, these findings are important for a more accurate and timely diagnosis of the disease and for the development of effective treatment methods. The paper has been published in Placenta.

Welcome message from the Technical Program Committee Chair
Dear colleagues,
On behalf of the Tomsk IEEE Chapter & Student Branch it is my honor to invite you to
the IEEE International Siberian Conference on Control and Communications SIBCON-
2019. It is aimed to offers opportunities to exchange ideas, present results of ongoing
researches and share information on the latest advance in communication and control
system.
All the traditional SIBCON topics are very well covered. It is Communications, Control
Systems, Internet of Things, Methods of Measurement, Networking Control, Process
Control, The Computer Measurements, Theory of Control. Since 1995 SIBCON
represents significant achievements in allied control and communications design and
application area. The Conference provides unique opportunities for experts as well as
leaders in technology, application, and business areas to gather in Tomsk and to
exchange ideas and information.
Number of papers in all of those areas seems to be well balanced, which can be treated
as a sign of maturity of the conference. A noticeable feature of this year's submissions
is the large number of papers addressing 5G communications and related high
frequency applications, reflecting the enormous significance of this sector.
This year papers are distributed over eight tracks all scheduled for two days. Different
levels and characters of presentations are accepted: presentation of research and
scientific results, new ideas, valuable conclusions from experience, state of the art and
instructive survey communications.
The organizers expect this conference provided participants with an excellent
opportunity to exchange ideas and information about their research findings, and to
refresh personal contacts and establish new ones.
Tomsk is an education and research center of Siberia, where many high level
universities and research institutions are located. We are convinced that if SIBCON is
held in Tomsk, it will be an impetus to the development of electronics in Siberia, and
there will be further increase of academic exchanges and cooperation between the
Siberian radioengineers and their colleagues in other countries and regions. The
SIBCON application has won active support from various foundations, and our
conference will be able to raise enough funds. Gratitude is also deserved for RFBR, and
the IEEE ED-S as a technical co-sponsors.
Please accept my highest salutation. I hope that you will enjoy the technical and cultural
events prepared for you. Looking forward with the hope that you will accept our
