‘Science Is Universal-It Knows No Borders
Fuad Aleskerov, Tenured Professor and Director of the International Centre of Decision Choice and Analysis at HSE University, together with his colleagues, has developed methods of network analysis in bibliometrics that have made it possible to identify patterns in the appearance and citation of publications in academic journals, as well as their influence on each other. When one or a number of studies are frequently cited by a wide range of journals, this is an indicator that the research is of high quality. By contrast, extensive cross-citation within a limited group of journals increases the likelihood of identifying a network of predatory publications.

The State Committee on the State of Emergency: Thoughts and Assessments 25 Years Later

Russian Politics and Law. 2017. Vol. 55. No. 1. P. 5–17.
Макаркин А. В.

The August 1991 putsch is of little interest to Russians—it‘s ancient history, like the times of Joseph Stalin or Leonid Brezhnev. But these events had consequences that are still relevant today. First, however, we must look at the numbers, which will help us dispel some myths. In particular, I am referring to the hypothesis we hear from time to time that the majority of Russians supported (or currently support) the State Committee on the State of Emergency (GKChP). The numbers show that the widely held viewpoint found in communist and nationalist publications that most Russians see the August putsch as a dramatic event is a clear exaggeration ofthe actual situation.
