НЕКОТОРЫЕ ПРАВОВЫЕ ВОПРОСЫ РЕАЛИЗАЦИИ МЕХАНИЗМОВ СОЦИАЛЬНОГО СТРАХОВАНИЯ ОТДЕЛЬНЫХ КАТЕГОРИЙ ГРАЖДАН
Article concerns the analysis of single legal questions of obligatory and voluntary insurance which (considering that article 7 of the Constitution of Russia proclaims the Russian Federation the social state) are actual now. When writing comparative and legal and system and structural methods of research have been used. In article the following problems actual are considered now: - problems of financial security of social insurance; - problems of realization of the mechanism of educational insurance; - problems of medical insurance of migrants. Main conclusions and offers: - it is necessary to keep insurance premiums in social off-budget funds; - optimization of structure of types of providing on obligatory social and voluntary social insurance is required; - it is expedient to consider a question of introduction of educational insurance as a separate type of social insurance; - for the solution of a question of a possibility of giving to educational insurance of the status obligatory it is necessary to take steps for his development as a type of voluntary social insurance. - for the solution of problems of protection of the social rights of labor migrants in the sphere of medical insurance there has to be an informing foreign workers on their rights in the sphere of delivery of health care not only which goes at the expense of the state, but also and according to the policy of VHI by the organization of open (debatable) tables between heads of diasporas and officials.
