The work is devoted to the formation of a system of efficient state authorities. The interconnectedness of functional and sectoral "filling" of the Ministry status as the public Executive bodies. It is concluded that the ministries should require "fundamental" structure, formed on the combination of industry and sectoral organizational approaches.
