In modern time ratings are given close attention and the rating of favourability of doing business in the country is in particular focus, which has been improving in the RF over the recent tine in spite of the current economic situation in the country and the world. At the same time there is a decrease in the number of functioning enterprises, small business included. It raises a question how objectively this rating reflects the real condition of business development in the RF and what factors are taken into the account. This is the object of the study in this paper. The attempt will be also made to find out the reasons for slowing down business development in the RF, and possible mechanisms for improving entrepreneurship will be suggested.
