The article describes the initial stage of the Synodal period in the life of the Russian Orthodox Church. It is shown that of the three tested under Peter the great models of Church-state relations (mestobljustitelem, collegial and Synod) had been established and developed the principles of the Synodal Department. In the recent models have been based on the principle of absolutism and the idea of the social contract. Only the Board Paul was a step on the path of return to the pre-Petrine model power, sanctified by the Church. In the nineteenth century public policy turned to the «protective direction».
