Under the influence of global processes of globalization in recent decades in the world there is a substantial transformation of the labor market, education and consumption. Intensive transnational flow of information, technology and capital, increasing competition for the quality of knowledge has led to the emergence of new trends in higher education, which is currently due to processes such as the growth of the scale of higher education, the diversification of higher education and the transformation of higher education in the service facilities integration of national systems of education in the international educational space, etc. These trends entail both positive and negative consequences. Among the positive effects include: expansion of the range of educational services and greater access to students, support for the knowledge economy, strengthening the comparability of qualifications, strengthening the role of market-oriented approaches conditions, the economic benefits for providers of educational services, diversification, and the creation of new conditions for academic institutions . The negative effects of these trends are worsening service quality, increase market-oriented terms of educational programs (especially in the field of information technology), reducing the availability of education, due to its commercialization, the increasing problem of brain drain from developing to developed countries.
