The main idea of the article is that during last 20 years in multicultural states of Western Europe there appeared a tendency for decentralization based on the ethnic component. On the strength of certain social and political reasons, national minorities call for closer attention to their political, economic and cultural demands, up to claim for independence. In this case, they use the right of peoples to self-determination, which used to be a mechanism of decolonization in the 20th century. One of the most decentralized states in Europe is Spain, and its wide experience of dealing with separatism and state integrity maintenance is of the utmost interest as an example of inner self-determination within the state.
