Demand for higher education in Russia has been fundamentally changing for a long time under the influence of external and internal factors. However in such adverse circumstances Russian system of higher education succeeds in lining up with the level of many other countries that maintain the number of students at high positions. Our study shows successive stages of change in public demand for higher education and confirms justified consequences of transition to decisive actions pertaining to optimization of educational, material and technical, financial and intellectual resources.
