We are honoured to present the Collection of Papers “The Law between Creation and Interpretation”, which is the result of the Scientific Conference held for the eleventh time on the occasion of the Day of the Faculty of Law. At the Conference held in November 2022, 179 authors and co-authors from 20 countries (Russia, Greece, Italy, Hungary, Spain, France, United Kingdom, Bulgaria, Romania, Belgium, Finland, Mexico, Colombia, Peru, Serbia, North Macedonia, Croatia, Slovenia, Montenegro and Bosnia and Herzegovina with authors from the Republic of Srpska and the Federation of Bosnia and Herzegovina) pre-sented 151 papers in the Serbian, Russian, English, Italian, or the native languages of the participants. The co-organizers of the Scientific Conference were the International Union of Law-yers, the European Public Law Organization, the Institute for Comparative Law, the Insti-tute for Criminological and Sociological Research, and the Serbian Association for Crimi-nal Law Theory and Practice. The Collection of Papers contains over 2,000 pages in four volumes with 102 papersby 126 authors and co-authors from 15 countries (Russia, Italy, Hungary, Spain, France,Bulgaria, Romania, Mexico, Peru, Serbia, North Macedonia, Croatia, Slovenia, Montene-gro, and Bosnia and Herzegovina with authors from the Republic of Srpska and the Federa-tion of BiH). A third of the works was published in the world languages (English, Russian, and Italian). The Scientific Conference that was held on the occasion of the Day of the Faculty of Law was categorized and classified by the Ministry of Scientific and Technological Devel-opment, Higher Education and Information Society of the Republic of Srpska as an interna-tional scientific conference of special importance of the first category, which made it one of the three best classified and categorized scientific conferences in all scientific fields. The authors dealt with various issues of legal theory and practice, from all legal scien-tific disciplines. Their goal was to independently and critically analyze legal principles and institutes, to critically examine the legal theory and the positive law, and to make a scien-tific contribution to the development of legal theory and the improvements of legal sys-tems. The multi-methodological approach, which characterizes the Collection of Papers as a whole as well as the individual works, made it possible for the scientific analysis to be versatile and rich, and the achieved scientific results to be significant for the improvement of the legal sciences. We believe that the theorists in the field of legal sciences will get far-reaching scien-tific analyses, intriguing attitudes and starting points for new scientific analyses. We also hope that the public office holders and legal practitioners will find answers to numerous questions that have arisen in their political and legal practice, and that these answers will become the basis for reflection and adoption of new positive legal solutions. In this way, this Collection will fulfill its purpose. It will represent a contribution to the development of the legal sciences in the difficult social and political circumstances which cause numerous challenges to all those who try to solve the theoretical and practical issues which arise in the theory and practice.
