Decree of the Government of the Russian Federation No. 1667 of October 27, 2025. This Decree has been adopted pursuant to Article 65.1 of Federal Law No. 126-FZ of July 7, 2003, “On Communications” (hereinafter referred to as the “Communications Law”), which establishes the legal regime for centralized management of communications networks in the event of threats to the stability of the information and telecommunications infrastructure. In turn, the aforementioned provision was introduced by Federal Law No. 90-FZ of May 1, 2019, “On Amendments to the Federal Law ‘On Communications’ and the Federal Law ‘On Information, Information Technologies, and the Protection of Information,’” commonly known as the “Sovereign Runet Law.” Thus, the adoption of the present Government Decree is stipulated by the Communications Law and has been mandated since the enactment of the relevant amendments thereto.
