The Political Role of the Russian Consulates in Mongolia in the Mongolian National Liberation Movement in the Early 20th Century
The article presents the results of the research «Development methodology of international institutions effectiveness assessment, analysis and assessment of the G8 effectiveness and possibility of different reform models for realization of Russia's foreign policy priorities during global governance system crisis» conducted within the State University - Higher School of Economics plan of fundamental studies. Functional analysis methodology is used to assess G8 effectiveness in realization of global governance functions, priorities, cooperation with multilateral institutions and mechanisms. Special attention is given to dynamics of Russia's role in the G8 and the G8 effectiveness in Russia's priorities realization. The paper examines the G8 and the G20 comparative effectiveness. The research is based on the specialized data base of the G7/G8 and the G20 documents issued from 1998 to 2009 and special programme for their analysis.
In the coming decades in the process of globalization the position of the USA and Europe will weaken, while the role of developing countries will increase. The role of the two largest emerging economies – China and India – will be of special significance. What future will these fast-growing giants face? The demographers agree that pretty soon India will lead the world in population and thus surpass China, while China will encounter serious ageing population problems. But economic and political scenarios of the future are quite different: from resounding success and world leadership to collapse caused by demographic and socio-political troubles. Which of them is more feasible? In the present article I analyze the Chinese and Indian development models separately and comparatively and make a forecast of their perspectives in the twenty-first century. Such an analysis could be helpful for understanding Russia's ways of development.
The application of «protective reservations» is a fundamental principle of modern codifications of the private international law. The post-graduate student of the Private International Law Department, Faculty of Laws, National Research University «The Higher School of Economics», the advocate E.A. Kruty (e-mail: email@example.com) minutely analyses provisions about the reservation about the public policy and mandatory rules which are included in the international acts and ten national codifications of XXI centuries (Azerbaijan, Lithuania, Estonia, Mongolia, Russia, Belgium, Bulgaria, Ukraine, Macedonia, Turkey). Despite the apparent prevalence of the negative construction of the reservation about the public policy the lawmaker prefers in some situations its positive variant. An appeal to codifications allows to identify the certain conditions on which protective reservations take effect. Their most detailed description is contained in the Belgian and Bulgarian codes. Not less interesting is a regulation of the legal consequences coming as a result of application of these legal institutions for private legal relations with a foreign element including in the international civil procedure.

This article considers the opportunities for Russia presented by the launch of China’s Silk Road Economic Belt initiative. This initiative is a comprehensive project for the rapid development of Central Asian countries, and not limited only to trans- port and logistics to guarantee the supply of Chinese goods to Europe. It is also China’s response to economic and political processes both within the country and in the Asia-Pacific region: the economic slowdown and transformation of its social and economic model, diverging income levels, the growing presence of the United States in Asia, and the new divisions of labour within the region. The Silk Road initiative is based on China’s intention to create strong regional value chains, to outsource labour-intensive and environmentally harmful production, to foster the development of northwest China including securing political stability in the Xinjiang Uighur Autonomous Region, and to guarantee the use of Chinese construction firms’ capac- ity. Goods transit is a secondary priority and justified not by commercial benefits from using land routes, but by the need to diversify export risks, arising due to the deteriorating military and political situation in the South China Sea. The 2015 Joint Statement on Cooperation on the Construction of Joint Eurasian Economic Union and the Silk Road Economic Belt projects resolves the issue of allegedly competitive goals of these complementary projects. The Eurasian Economic Union (EEU) provides an institutional base for cooperation while the Silk Road initiative provide investments for their development. Russia may benefit from participating in the Silk Road initiative. First, it would help integrate its transportation system into the region’s logistics network and provide additional opportunities for transit and associated logistical services as well as access to growing regional markets. Second, the Silk Road initiative offers opportunities to strengthen industrial co- operation among neighbouring countries to develop new economic clusters. Third, the EEU and the Silk Road may become the basis for more ambitious cooperation in greater Eurasia, which may transform into a new centre of economic develop- ment at the global level.
The reader describes various aspects of the international position of Russia and its policy in the beginning of the 21st century. The general problems of international relations in the present-day polycentric world are discussed.
This article accounts for the revival of geopolitics in Russian post-Soviet foreign policy thinking and also for the fact that geopolitics-inspired foreign policy prescriptions had relatively little impact on the actual conduct of Russian foreign policy. It is argued that classical geopolitics was revived in Russia in order to objectively present the dissolution of the Soviet Union as a crisis. The crisis, in turn, was constructed using a number of themes first articulated by classical Eurasians, namely ideology, modernisation and Russia's distinctiveness. However, geopolitical thinking had little practical relevance because the solution to the crisis was eventually conceptualized in non-geopolitical terms.
The article analyses worsening of the US-Russia Relations in 2012. It discusses domestic and foreign policy reasons of the relations deterioration, explores the nature of the relations, and provides forecast for the near- and middle-term future. The paper also provides analyses of the model of "selective pragmatic cooperation" between the US and Russia, which emerged by the biginning of 2013.
The report, written by a group of the leading experts is aimed at evaluating Russia’s goals and opportunities in the dynamic Asian Pacific region. The authors of the report stress the importance of Russia's turn towards Asia, examine current political and economic situation in Siberia and the Russian Far East and test the chances of Russia’s economy “to catch the Chinese wind in its sails.”
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
