Information (Cyber-) Security Discourses and Policies in the European Union and Russia: A Comparative Analysis
Collection included scientific articles of Russian and German authors covering wide spectrum of topics, connected with citizenship in Russia and European Union member-states. Authors consider issues of social integration and legal status of migrants, civic participation, democratic citizenship culture and civil self-consciousness both in Russia and European Union. This book oriented on scientists, researchers, PhD and MA students in sociological, historical and political sciences.
The article is dedicated to the evolution of the Russian foreigh policy strategy in Europe.
In the article makes analysis of the negotiations which preceded the conclusion of the Polish-Soviet Pact of non-aggression in 1932. The study is based on the sources that input firstly on scientific field. Author contradicted the prevailing in the scientific literature opinion that by the Soviet initiative negotiations was resumed in 1930. The article discusses the influence on the negotiation process of third countries. Agreement was more a result of changes in the political situation in the world, rather than just an expression of good will. It was possible only because of the weakening of Poland's position in Europe. Politics of Poland and the Soviet Union were equally not inclined to see in Pact real guarantees and commitments, but saw it as an opportunity to normalize relations, as well as demonstrations to the third countries.
In November 2014, Team DESCARTES led by Newton Lee and sponsored by the Institute for Education, Research, and Scholarships (IFERS) was among one of the 104 teams registered with the Defense Advanced Research Projects Agency (DARPA) for the first-ever Cyber Grand Challenge (CGC). Only 28 teams, including Team DESCARTES, made it through two DARPA-sponsored dry runs and into the CGC Qualifying Event in June 2015. We proposed a system—Distributed Expert Systems for Cyber Analysis, Reasoning, Testing, Evaluation, and Security (DESCARTES)—that would be a fully autonomous cyber defense system that is capable of autonomous analysis, autonomous patching, autonomous vulnerability scanning, autonomous service resiliency, and autonomous network defense.
EU-Russia relations are on the stage of fundamental rethinking. Unshakeable foundations of mutual understanding and trust have been undemined. New Helsinki can become the platform for launch of common free trade zone from Lisbon o Vladivostok.

The article deals with the processes of building the information society and security in the CIS in accordance with modern conditions. The main objective is to review existing mechanisms for the formation of a common information space in the Eurasian region, regarded as one of the essential aspects of international integration. The theoretical significance of the work is to determine the main controls of the regional information infrastructure, improved by the development of communication features in a rapid process.The practical component consists in determining the future policies of the region under consideration in building the information society. The study authors used historical-descriptive approach and factual analysis of events having to do with drawing the contours of today's global information society in the regional refraction.
The main result is the fact that the development of information and communication technologies, and network resources leads to increased threats of destabilization of the socio-political situation in view of the emergence of multiple centers that generate the ideological and psychological background. Keeping focused information policy can not be conceived without the collective participation of States in the first place, members of the group leaders of integration - Russia, Belarus and Kazakhstan. Currently, only produced a comprehensive approach to security in the information field in the Eurasian region, but the events in the world, largely thanks to modern technology, make the search for an exit strategy with a much higher speed. The article contributes to the science of international relations, engaging in interdisciplinary thinking that is associated with a transition period in the development of society. A study of current conditions in their relation to the current socio-political patterns of the authors leads to conclusions about the need for cooperation with the network centers of power in the modern information environment, the formation of alternative models of networking, especially in innovation and scientific and technical areas of information policy, and expanding the integration of the field in this region on the information content.
