Киберспорт: особенности и перспективы развития правовой регламентации (российский и зарубежный опыт)
The article is devoted to the regulatory legal relations in the field of electronic sports. Particular attention is paid to the analysis of the definitions content used in the eSport. The experience of foreign legal regulation of public relations in the field of eSports and the nature of eSports in the digital era are considered.
The article analyses the characteristics of small and medium sized enterprises and state policy towards SME in modern Russia – in the context of some rather unknown for the Russian experts evidences of last decades, formulated in the works of leading world researchers concerning the role of entrepreneurship, its conditions of development and institutional design of the state policy to promote entrepreneurial activity and innovations.
The article is devoted to improving the quality of education in prospective interdisciplinary areas of knowledge such as biomedical engineering. The experience of universities in the U.S.A. and Western Europe is described. Particular attention is paid to the content formation and certification of educating and training programs.
In this paper we suggest the first systematic review and com- pare performance of most frequently used machine learning algorithms for prediction of the match winner from the teams’ drafts in DotA 2 computer game. Although previous research attempted this task with simple models, weve made several improvements in our approach aiming to take into account interactions among heroes in the draft. For that pur- pose we’ve tested the following machine learning algorithms: Naive Bayes classifier, Logistic Regression and Gradient Boosted Decision Trees. We also introduced Factorization Machines for that task and got our best re- sults from them. Besides that, we found that model’s prediction accuracy depends on skill level of the players. We’ve prepared publicly available dataset which takes into account shortcomings of data used in previous research and can be used further for algorithms development, testing and benchmarking.
In the current situation in Russia during the formation of the SME policy should be given the report that the mindless copying of foreign experience in support of the SME, which is presented in our country and, in particular, in Moscow, is not more than just a squandering of the budget. The failures in the development of the Russian SME sector are directly linked to this copy. The notable examples of this copying can be established in Moscow infrastructure to support the SME. As for the set of the infrastructure organizations to support the SME in Moscow - that it collects almost all the organizations at once from all developed countries, without regard to the realities of Russia and Moscow, with its corruption. While the development of Russian and, accordingly, Moscow small and medium business is being defined by more significant social, economic and political factors than the entire current, thoughtlessly copied from the practices of the developed countries, the Russian system of its state and municipal support.
