Since 2003, by decision of the Presidium of the Higher Attestation Commission of the Ministry of Education of the Russian Federation, « Scientific Works of the Free Economic Society of Russia» are included in the «List of leading scientific journals and publications» produced in the Russian Federation in which basic scientific results of dissertations for the degree of doctor and candidate of sciences should be published.
The article deals with the concept of co-production as well as with the benefits of its implementation from the producers and consumers points of view. The possibility of using the concept of co-production in the place marketing is discovered. The conceptual model for evaluating readiness of residents to co-produce public good is designed.
The present article provides inside into the problem analysis of cluster policy in tourist sphere of Perm krai. The analysis mentioned is preceded by investigation into genesis of theoretical approaches to thoughtful interpretation and internal structure of tourism cluster. During the investigation we consider both: Russian and foreign publications, using comparative analysis as a systematization instrument of approaches to the category «tourism cluster». In this article we present our own periodization of the category mentioned developmental stages. This article also presents the results of complex analysis of existing approaches to creating touristic cluster system in Perm krai. The main result of the analysis mentioned is the list of problems identified. These problems are connected with formal character of theoretical tourism cluster systems created; lack of region tourist brand and tourist centers pursuance of localization. These problems prevent effective cluster policy in tourist sphere of Perm krai.
The article is an analysis of basic directions forming region image in Russia during the imperial period. By example of information policy K.P. von Kaufman, the first governor-general of Turkestan, communication channels used at the second half of 19th century are examined, their effectiveness is valued.
