In the 1990s, Russia did not have a real economic or social foundation for creating a modern market economy. In the early 1990s, Russia lacked both its own experience of a modern market-based democratic system and economically free individuals, as well as effective private property owners and a people's mentality based on democratic principles that limited the state's power. The image of a market-based economy in a democratic framework was highly sought after and subsequently copied and institutionalized. The creation of the legal framework for the Russian economy was based primarily on liberal-democratic principles. The discussion of the economic reform model was terminated in October 1993 through a coup d'état, which led to the forced dissolution of the highest state authority, the Congress of People's Deputies of the Russian Federation. The issues of economic power, resource ownership, and the distribution of property were at the forefront of the political agenda.
