Opinions of professors and chairmen of chambers of appeals on the quality of teaching in universities' law schools in imperial Russia in the late 19th - early 20th century are discussed.
In the article the analysis of the situation which developed in Russia at the beginning of the XX century and attempts of the imperial power to prevent the approaching catastrophe which were connected with the realization of the idea of representation of the people is given. The attitude of the last Russian emperor to the idea of formation of representation of the people is shown.
The article presents the analogy of the pre-revolutionary and modern interpretations of the role of ministries in the discussion of the draft law. The thesis about the fact, that the ministries were mandatory participant of the stage of discussing the draft law in the course of implementation of law-making activities of the legislative and law-consultative bodies in the Russian Empire.
The article examines the main trends in the study of the Stalinist period and the phenomenon of Stalinism in connection with the mass opening of the archives.
