The monograph reveals the legal mechanisms for ensuring information security on the example of the United States and a number of EU countries. The analysis of the legislation of these States allowed us to demonstrate the features of legal regulation of information security in the conditions of active use of distributed computing technologies for the formation of the digital economy.

This work is the systematic analysis of legal regulation in the field of protection of interests and the rights of the citizens of Russia against mass media abuses of data protection. The article presents a complex analysis of a system of legal acts (such as information law and some others) governing the legal aspects of the area concerned. It also provides an analysis of different branches of law against the background of the social and legal factors of information impact concerning individuals and society as a whole. The article gives examples of negative information impact. Special attention is paid, firstly, to the psychological danger such information impact is prone with and, secondly, to the drawbacks of the existing means of legal protection. Besides, the article is to make some legal proposals in respect of eliminating the above-mentioned drawbacks.
Despite the fact that the Institution of the Protection of Confidential Information in the Russian Federation has existed since the middle of the 20th century, since the time when in the Constitution of the USSR was established a rule on the right of citizens to confidential information, the issue of the correlation of personal data with the private life of a person is still relevant and until now.
The article analyses the issue of what kind of information attributed to personal data can constitute the private life of a person and what are legal procedures should be applied to ensure the protection of these legal institutions, given that the private life of a person is protected by criminal law, and the private life of persons is protected by the rules of civil law. What norms the law enforcer should be guided, at such a crossing of the two legal institutions. The problem of an integrated approach to the protection of personal data is considered, both from the point of view of private law and from the point of view of public law. The approaches of Russian and American legislation are compared, in the field of personal data protection and private life of a person.
As conclusions, it was proposed to: to increase existing administrative fines. At the moment, the amount of fines does not create incentives for companies to take all possible measures to protect personal data, because the risks are outweighed by the potential profit; to use of ISO standards for personal data operators and other private companies.
This article is devoted to the problem of ensuring the balance between interests of employees and employers which monitor actions of their employees. The article covers European, American and Russian approaches to establishing the scope of employer`s right to interfere with employee`s privacy. The main idea of the article consists in necessity to apply the principles set forth in legislation for determining a legal extent of using a particular method of employee monitoring. Also the article provides the exemplary legal analyses of such mean of employee monitoring as video surveillance in the workplace.

The paper provides a number of proposed draft operational guidelines for technology measurement and includes a number of tentative technology definitions to be used for statistical purposes, principles for identification and classification of potentially growing technology areas, suggestions on the survey strategies and indicators. These are the key components of an internationally harmonized framework for collecting and interpreting technology data that would need to be further developed through a broader consultation process. A summary of definitions of technology already available in OECD manuals and the stocktaking results are provided in the Annex section.
Over the last two decades national policy makers drew special attention to the implementation of policy tools which foster international cooperation in the fields of science, technology, and innovation. In this paper, we look at cases of Russian-German collaboration to examine the initiatives of the Russian government aimed at stimulating the innovation activity of domestic corporations and small and medium enterprises. The data derived from the interviews with companies’ leaders show positive effects of bilateral innovative projects on the overall business performance alongside with major barriers hindering international cooperation. To overcome these barriers we provide specific suggestions relevant to the recently developed Russian Innovation Strategy 2020.
