The purpose of the study is to analyze the degree of differentiation of the Arctic regions of Russia in terms of the main indicators of social and economic development, the dependence of their economy development on the raw materials industries, which are necessary for the formation of an effective regional policy by the state to achieve the strategic goals of development and development of the Russian Arctic zone
The article addresses the role of strategic planning as an element of institutional environment of geospace. The literature review suggests definitions of geospace, its characteristics and key components, which include strategic planning institution as a part of institutional sphere, which in turn acts as an element of antroposphere. The analytical part presents an overview of the federal law #172, issued 28/06/2014 “On strategic planning in Russian Federation”. The practical contribution concerns the institutionalisation of strategic planning as a factor of management of geospace development at the regional level.
Territorial development and attraction of investments is a priority task of authorities of all levels in the current economic situation. Demanding regions, a single-industry city, and also territories of the Arctic zone of the Russian Federation require restoration and development. In the article special economic zones, territories of advanced social and economic development, zones of territorial development are considered. Particular attention is paid to special economic zones, including the history of their appearance, development and current status in the Russian Federation. An assessment of the quality of development tools and recommendations for their application in the territories of the Arctic zone of the Russian Federation is given.
