The experience of preparing the management Plan for the world heritage site of UNESCO - Bolgar historical and archaeological complex. Identified strategic objectives of the management plan for Bolgar, the attribute of the outstanding universal value, the legislative framework and administrative measures for its protection, the role of the local community and other partners interested in the conservation and management of world heritage of UNESCO, action plans, monitoring and quality assessment. Management Plan of the world heritage place "Bolgar historical and archeological complex" involves careful work to preserve the historic cultural landscape character of the Great Bolgar and its surrounding buffer zone, continuous, comprehensive survey and maintenance of the monument and the further development of the modern museum complex under the open sky, research and popularization as a reference object study of archaeology of the Volga Bulgaria, the functioning of the local community, socio-economic development of the territory. The management plan suggests mechanisms aimed at sustainable development of the territory and does not affect the outstanding universal value of the object. The plan provides for the development of a strategy for sustainable tourism development based on marketing research of target audience and the calculations of permissible anthropogenic load on the object and the historic landscape.
