The present paper is devoted to the research of controlled queueing models at control of CBSMAP-flow, Controlled Batch Semi-Markov Arrival Process (Kashtanov, Kondrashova 2012). The control is based on the theory of controlled semi-markov processes and used for the system optimization. The control is carried out using the choice of the next batch type.

Engineering and industrial design services are closely connected to both an economy’s value and level of employment. While the global market for engineering services is growing steadily, the Russian engineering and industrial design market is very fragmented. Russia began a targeted policy for engineering and industrial design in 2013 to support service providers who were struggling with high interest rates on loans and insufficiently qualified staff. This article reports on this initiative and reflects on its impact.

In 2013, the InternationalConference on Advance Information Systems Engineering (CAiSE) is turning 25. Started in 1989, in these years, the conference has provided a broad forum for researchers working in the area of Information Systems Engineering. To reflect on the work done so far and to examine perspectives of future work, the CAiSE Steering Committee decided to collect a selection of papers published in the conference proceedings in these years and to ask their authors, well-known researchers in the area, to comment on their work and how it developed during the years. CAiSE Proceedings have been published by Springer in the Lecture Notes in Computer Science Series (LNCS) since 1990.
The book provides an overview on the conference from different points of view: a historical analysis on how it developed and its goals over the years, a social network analysis of the positioning of CAiSE in the research community, and future perspectives for the conference in an evolving world.
The report focuses on the possibilities of forming the monitoring and evaluation of realization of the project "Children participating in the implementation of the National strategy" the National strategy of actions in interests of children of the Russian Federation for 2012-2017. In Russia for the first time, the enhancement of children's participation is reflected in documents of this type. The current monitoring system does not contain any indicator of realization of this direction. In this session we will proposed a method of monitoring the participation of children in decision making, characterized sources of information, key indicators, including the integral Index of child participation. The presentation is based on data of the project implemented by the order of UNICEF. The formation of the array of data for the evaluation is carried out on the basis of official statistics, surveys the opinions of experts and children. Should "non-standard" approaches to the formation of "standardized" conclusions used in the practice of international studies. Within performance will be presented the results of a sample survey conducted in 2013 with the support of the Russian Foundation for Humanities (grant 13 -06 – 18021), which provided information on the involvement of children in decision making in the course of schooling.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
